APPENDIX - MPC Whiteboard Layouts

Intent

Whiteboards are command-and-control tools used by the MPCC to structure planning, enforce discipline, and visualize integration.

1 - Whiteboard Discipline

Whiteboards may be used to:

  • Impose structure during Kick-Off
  • Drive convergence during HGIs
  • Visualize LOE integration
  • Support ROC validation
  • Expose friction and unresolved dependencies

2 - MPC Whiteboard Areas

2.1 - Master MPC Planning Board

Purpose

Primary command-and-control board used during Kick-Off and throughout planning.

Provides a single integrated view of leadership, objectives, milestones, timeline, RFIs, and execution alignment. Enables the MPCC to monitor progress, enforce discipline, and maintain shared understanding across the MPC.

The following sections reflect the recommended MPC board layout and walkthrough structure.

  1. Classification
    • Informs MPC highest discussion /system /facility classification
  2. Leadership Positions
    • Informs MPC of who is assigned to what role
  3. MPC Milestones
    • Used by MPCC to gage progress
    • Informs MPC when specific deliverables are due
  4. MPC Timeline
    • Outlines major MPC timeline events
  5. MPC Objectives
    • Lists out the Mission Planning Objectives (MPOs) and their status
    • Provides MPC with visual planning "big picture"
    • Often used in determining Contributing Factors (CF) for Lessons Learned (LL) during Mission Debrief
  6. RFIs
    • Typically managed by the Intel Support lead / RFI manager
    • Shows FFIR/RFI status
  7. Parking Lot
    • Used to postpone discussion for the sake of time
  8. Mission Objectives
    • Execution Essential Tasks and Tactical Objectives (TOs)
  9. Package Objectives
    • Typically only used when the TASKORD/FRAGO packages multiple units/MDS capabilities to execute togethor
  10. Execution Phasing & Timeline
    • Shows how execution phasing aligns to timing
    • Outlines where major execution tasks/events will occur
    • May also visualize execution LOE timing/tempo
  11. Planning Workspace
    • Free-form are where mission analysis and critical data may be placed

2.2 - Execution Control & ROC Board

Purpose

Execution-focused board used to validate assessment logic, command relationships, contracts, and communications prior to ROC Drill.

Ensures authorities, triggers, and communication pathways are executable before the plan is finalized.

  • MOEs/MOPs
    • Planning workspace for refining TO/TT assessment criteria
  • ROC DRILL Timeline
    • Simulated event timeline for the ROC Drill scenario
  • C2
    • Command relationships and control authority (C2) for the force executing the mission
    • Show who reports to whom, and who supports whom
    • Can be used to highlight (primary) communication mediums by overlaying comm methods
  • Specific / Anticipated Communications
    • Outlines external communication contracts for the executing force in "CACA" format (Criteria/Authority/Communication/Action)
  • Comm Plan
    • Outlines the communicartion PACE plan (Primary/A;ternate/Contingency/Emergency)
    • May also include breviry codes and crew call signs
