Purposeβ
This SOP describes and outlines the procedures for shipping equipment during Mobilization
Shipping
Responsibility: Cybercrew Lead
POCsβ
Resource Advisor (RA): Maj Paul Lucero, SMSgt Stephanie Kerle
- Creates the AF Form 406 MORD in DEAMS and coordinates funding to ship equipment. Unit Deployment Manager (UDM): SSgt Alina Johnson
- Using the Logistics Tool Suite; the UDM requests a TAC and creates the DD1149. Coordinates shipping with the lead planner Lead Planner: TSgt Alexander Maxey
- Ensures equipment is properly prepared and inventory lists are generated for shipping. Security Officer: Tela OβRourke

Items Needed to Ship via TMO:β
- DD1149
- Address or DoDAAC for TO/FROM
- TAC or MORD
- REPSHIP (POC email/phone of person receiving classified package)

Process Flowβ
- Lead Planner will measure and weigh all equipment cases and document: a. Length, width, height, weight, classification level, shipping location, serial numbers and approximate value
- TMO can give a rough estimate based off info from step 1 a. Remember to include insurance
- Once cost is determined RA can work with finance to create a MORAD
- The MORD number is used to request a TAC a. Logistics Tool Suite Home [https://lts.cce.af.mil/] b. TAC request requires a SAAR (one week lead time) c. TAC request can take up to one month to process
- With TAC, UDM creates the DD1149
- Lead planner prepares the equipment for shipping a. Security Officer can assist in classified shipment
- UDM coordinates shipping and assists on shipping day at TMO a. Increment monitor assists UDM on day of shipping
DD1149β
Camp Murray DoDAAC: FB6476 Forms -> Create a New 1149
- At the very top of the new 1149 is the FROM address, this will be the DoDAAC of the TMO that you are shipping from.
- TO portion is the destination equipment is being shipped to
- MARK FOR is the POC that you are shipping to
- MY ACCOUNT -> FUNDS MANAGEMENT o Add and save accounts you will use
- GENERAL INFORMATION is where you will set the funding code, date needed and classification o Classified must be shipped overnight
- AUTHORITY/PURPOSE o Enter the reason you are shipping the items (ex. CPT 301 Mission)
- Skip PROJECT CODE
- TCN o Leave as web generated
- Filling in the remarks section will create a back page o Itemize serial numbers, laptops, servers and classified hard drives
- If you are shipping classified, check CLASSIFIED and select classification level
- ITEMS o Once you select a number it will add the correct number of lines to the page o Insert NO NSN for commercial equipment o Enter QTY, UNIT PRICE and all dimension blocks and weight
- Once all blocks are filled in, click the SUBMIT button o It will assign a TCN and ask you to print and/or save ο§ You can use previous 1149s to expedite (if using same information)
Shipping Locationsβ

PREPARE EQUIPMENT FOR SHIPPING:β
Preparing equipment for shipping will help to prevent damage to equipment and security violations. Here are some important notes for shipping:
- Classified equipment must be shipped with two layers of security. a. One solution is to remove classified hard drives and hard carry b. If shipping servers with classified hard drives; first wrap servers in saran wrap, then foam, then hard case with tamper tape. c. Always ensure courier letters are up to date for hand-carry and receiving/transporting equipment.
- Always use foam when shipping equipment in pelican cases.
- Always inquire/opt for insurance when shipping equipment.
- If possible, palletize equipment. β NOTE β Classified equipment may not be palletized to allow for overnight shipping.
- Ensure that full inventory lists are given to: UDM, SSO (both receiving and outgoing), and Mission Element Lead.
Points of Consideration from TMO:β
- MORDs created by Guard Units are only valid for commercial shipping such as FEDEX, DHL and other private companies
- Valid MORD is needed at least a month out from ship out date a. Ship out date is determined by cargo size, type and destination
- Military shipping refers to transportation services accomplished by military owned conveyances such as military aircraft. The payment for this mode of transportation requires an Organic Transportation Account Code (TAC).
- Typically, when a unit supports an active-duty mission or operation, the active-duty RA representative should provide and authorize an organic TAC that is designated and funded for the purpose of that mission or operation. Sometimes this is not the case and is cause for the debate; when there is an active-duty mission or operation, there should be funding to support the tasking, and transportation is always a necessary support function. a. Guard Units can create a commercial shipping MORD but cannot create an organic shipping TAC. Only active-duty units can create organic TACs.
- Shipping to a PACAF overseas base from Camp Murray, WA by military air mode will require two movements, a. Commercially transport the shipment to Travis AFB, CA and: b. Military Aircraft transport to the overseas base. c. Each transport mode will require itβs appropriate MORD & organic TAC respectively. d. You cannot use a commercial MORD for military shipment, and you cannot use an organic TAC to ship commercially.
Ship Cargo via "Channel Missions"β
See section 8 βChannel Cargo Transportation Reimbursementβ in dtr_part_ii_app_v.pdf for a possible way to move your cargo via Channel missions. Obviously, you are limited by specific locations of where the Channel missions go but this is always an inexpensive option. To move cargo, you would need a DD Form 1149 generated by TMO as well as a DD Form 1907 Signature and Tally record if you are moving classified material. I can provide further guidance if needed if your unit decides to move your cargo on a gray tail during your mob.
